This is a picture of soldiers at Camp Willis participating in a hazing. In 1916, the Ohio National Guard was mobilized for the Mexican border and 8,000 soldiers trained at Camp Willis. The soldiers were going to be dispatched to fight against Pancho Villa's Mexican outlaws who were destroying American property along the border.
