Прямоугольное полотнище с отношением ширины к длине 2:3, состоящее из трёх волнистых горизонтальных полос, сверху вниз, белого (шириной 2/3 ширины полотнища), голубого (шириной 1/9 ширины полотнища) и красного цветов (шириной 2/9 ширины полотнища), причём между голубой и красными полосами — тонкая нитевидная полоса белого цвета; в центре белой полосы — две ели зелёного цвета; в центре красной полосы — три круга жёлтого цвета
