Прямоугольное полотнище с соотношением ширины к длине 2:3, состоящее из двух горизонтальных полос, ширины которых соотносятся как 1:7, синего (вверху) и зелёного цветов; в центре зелёной полосы — две жёлтые веерообразно сложенные дубовые ветви, и позади них тонкое отходящее от нижней части полотнища и составляющее 1/5 от длины полотнища синее остриё, отделённое от зелёной части полотнища тонкими белыми линиями и завершённое вверху белой геральдической лилией в жёлтом сиянии (причём лилия ниже лепестков заострена).
