Reason for the nomination:
At the source page, the Library of Congress asserts that it has not evaluated the copyright in this image, and on the linked copyright page it explains that it does not possess any rights to items in its collections. Thus it couldn't make this photograph available under a CC0 dedication, even if it had in the past published the image with such a license statement. As it stands, if the image was not first published in the US (but for instance in China), it would still be copyrighted until 2069, and if published in the US, it would have to have been published without a copyright notice to have fallen in the public domain. There is no indication of this at the source or elsewhere, so the precautionary principle would in my opinion suggest deletion..
