Español: El actual Palacio Municipal remplazó al edificio del Cabildo, del que existieron dos edificaciones. La primera era un sencillo edificio de piedra de dos pisos. Su fachada daba a la plaza Mayor, mientras que su lateral en la actual calle 6.a era la Real Cárcel. Aquí se proclamó la independencia de España en 1821 y se hicieron los planteamientos de los notables panameños cuando en 1829 se reunieron para solicitar que el Libertador Bolívar presidiera en forma perpetua al istmo.
El edificio se conservó hasta el terremoto de 1882, cuando gran parte se desplomó. Cuando se reconstruyó, se agregó un piso y se rehízo el portal con tres niveles de arcos. Fue en esta edificación que se proclamó la separación de Colombia en 1903. Con la nueva República se decidió reconstruir el edificio del Cabildo. La ceremonia de la colocación de la primera piedra fue en la cantina de señor William Gutzmer, al lado del área de construcción. Levantada el acta y firmada por todos los concejales, se colocó dentro de una urna metálica donde se depositaron además colecciones de estampillas y monedas panameñas. Se colocó debajo de la primera piedra que se puso en el sitio donde según los planos se levantaría una de las columnas del frente del edificio, a mano derecha de la puerta principal actual.
