English: A counterpoise-(of Menat and Counterpoise) honoring the Heb-Sed Festival-(of Pharaoh en:Psammetichus I).
The column of hieroglyphs start: "Say-(cobra and word-speech)": H-b, S-d-(+plinth determinative), then 3 festival determinatives: Hall, Basin(festival), Pavilion; the rest continues with the Lizard hieroglyph, etc.
Maybe: "Announcement: Heb-Sed, ....Nesu-Bity-(King of the South, the North-(Delta)), (cartouche-Psammetichus), Ra-Ma-(Like-Ra), djet-(forever)", i.e. "Announcement, Heb-Sed, ("The Peoples"...Great-One), "Nesu-Bity Psammetichus", Ra-Ma, forever."
(the three untranslated dots refer to "lizard-great-One"-(single stroke determinative after great-(Swallow bird)))-(the Lizard hieroglyph can refer to the idea of "multitudes"-i.e. numerous)-(it should be remembered that: 'democracy', is Greek demotoles, the citizens)(thus Demotic Egyptian, democracy, etc; Psammetichus-(Psamtik I) was at the beginning of Greece writing-(600's BC) and the beginning of full-fledged Demotic which ascended towards 198 BC, Rosetta Stone tiem).
