Cotter, assigned to Explosive Ordnance Disposal Mobile Unit (EODMU) 8, is pinned to the rank of Chief Petty Officer during the fiscal Year 2024 Chief petty officer pinning ceremony at Naval Station Rota, Spain, Sept. 27, 2024. CTF 68 provides explosive ordnance disposal operations, naval construction, expeditionary security, and theater security efforts in the 6th Fleet area of responsibility.
