Richard Hayes III presents a Meritorious Civilian Service Medal to Debbie G. Segall, May 25, at Joint Base Pearl Harbor-Hickam (JBPHH). The medal is for “outstanding performance and meritorious achievement as the NAVFAC Hawaii Deputy Equal Employment Opportunity Officer from March 2015 – May 2017. Segall distinguished herself as the command’s leader in Equal Employment Officer (EEO) and employee relations. She is a superbly effective program manager and EEO specialist; in Fiscal Year 2016 alone, she deftly managed 33 contacts and avoided both informal and formal EEO filings….She is the impartial, tell-it-like-it-is counselor, advisor, and confidant of managers, supervisors, and employees.
