Nacido en General Rodríguez, provincia de Buenos Aires, el 21 de abril de 1917. Hijo de José Malvino y Teodora Josefa Lavallén. Hermano de Ricardo, José, Élida y Oscar Francisco.

Egresado de la Escuela Normal Nacional “Florentino Ameghino” de Luján (Buenos Aires) y del Instituto Superior d Ciencias Sociales de La Plata.

Desempeñó los cargos de Director de la escuela privada “Dr. Bernardo de Irigoyen”, de Secretario del Consejo Escolar, y de Director de la escuela n° 3 de Gral. Rodríguez. En el Ministerio de Educación de Provincia fue Inspector y Asesor de enseñanza primaria y superior, Presidente del Consejo para la Equiparación de Docentes No Oficiales, Secretario Técnico de la Dirección General de Educación y Profesor del Instituto superior de Avellaneda, es Presidente de la Biblioteca Popular “Gral. Bartolomé Mitre” de l Club Alem. Escribió “Historia de Gral. Rodríguez” (Tomo 1 y 2) y “Luján del Siglo XVII”.
