The upper part of the first (ground) level of the Central Pavilion (the façade from the side of the fountain Friendship of Nations): capitals of columns, the entablature with 16 medallions depicting emblems of the 16 Soviet republics, which formed the USSR in 1954, and the cartouche with the state Emblem of the Soviet Union.
