One of the main objects of the com-mission is to secure evidence regardingthe matters which have, in the past, beenput forward as reasons why the govern-ments of the United States and Canadashould not each allow the fishermen ofthe other country greater freedom in thepursuit of their calling and in the dis-posal of their catch.
