The Boundary Estate centres on Arnold Circus. Using the powers of 1890 Housing Act, LCC Housing of the Working Classes Branch cleared the Old Nichol slum. The radiating roads are Hocker Street, Palissy Street, Rochelle Street, Club Row, Camlet Street, Navarre Street, and Calvert Street. All the tenement blocks were designed specifically for the brief. The work started in 1893 and was finished in 1900 and housed 4600, it became the model for many later estates. It is claimed to be the first council estate.
