The draft plan was developed in the Municipal Architectural and Construction Office, Urban Planning Studio by a team of authors: Henryk Majcher, MSc. Arch., Władysław Gudelis, MSc. Wacław Kurdybelski, Wilhelm Peter, MA, assistant Helena Ficałowicz. The plan was to outline the framework for the development of the city at the beginning of the new decade. It contained the postulate of structural independence of housing units and their appropriate connection with the spatial layout of the city. The number of residents was expected to reach around 146,000 in 1965. In view of the growing housing needs, for the first time exits from the multi-family housing outside the city center were provided, in this case to the area of the Bojary housing estate. However, the main planned direction of residential development is the south and south-west. The issue of locating a new railway station on the city centre side were considered.
