The national Office ofCivilian Defense—the O.C.D.—wasestablished early in 1941, followedshortly by nine regional offices co-terminous with Army Corps areas.Along our coasts and borders, state,county, and municipal civilian defensecouncils were formed. Under na-tional and state leadership and withthe assistance of the military services,each critical region was carefully stud-ied. War-time protection require-ments were crystallized. The workof recruiting, training, and equippingvolunteer civilian defense corps gotunder way. There has been telephone companyparticipation from the very start, sincegood communications are essential tocivilian defense—as is the case in anyemergency work.
