Markham, Federal directorof the region, whose latest report recentlywas issued. He stated that the passen-ger traffic was well handled and that therehas been a material improvement in theperishable service.Mr. Markham, who made the reportto Director General McAdoo, declaresthat the shortage of mechanics and labor-ers is retarding progress somewhat.He points to the heavy movement oftroops in June and July and to the wearand tear this brought upon equipment.His report is as follows: My Dear Sir: There follows a briefreview of the work of the Allegheny re-gion organization for the two-monthperiod beginning June 1 and endingJuly 31: Transportation conditions duringJune and July were fair and showed con-tinued improvement.
