Notes The Isthmian Canal Commission was created by the US Congress in 1899 initially to examine the possibilities of a Central American canal and to recommend a route and later to build the canal which became known as the Panama Canal. The Isthmian Canal Commission stars were employee id checks issued to all ICC employees, and were used to control access to ICC facilities and to identify employees when they were cashing their pay certificate. Failure to produce the star-shaped checks cost contract labourers 50 cents.
