Before making such a reduction itwould be well for the taxpayers to besure that they will not lose many timesthe amount of the salary involved bylosing the services of a man wno isthoroughly familiar v^nth the publicworks program, and is able to carry itout efficiently and economically, whereas another man would be confrontedwith difficulties. In one instance, re-ported recently, the engineer had madeplans for a puislic works program to costnearly half a million dollars. In linewith a policy of retrenchment his salarywas reduced. Shortly thereafter he re-ceived from a private firm an offer ofthe original salary to enter their employ.Confronted with the alternative of em-ploying another engineer who was notfamiliar with the public works program,and had not followed the developmentof the plans from step to step, theofficials wisely detei-mined to restore theoriginal salary and thereby retain theservices of the engineer.
