Het Westen heeft best wel wat strategische fouten gemaakt in de afgelopen decennia. En wat tragisch is: alle aannames van de afgelopen 20 jaar kunnen overboord.
De jaren 90 waren de strategische pauze. ‘Oorlog doen we niet meer’, was de redelijk naïeve gedachte, ‘alleen maar humanitaire interventies’. Er was een sterk geloof in bondgenootschappen en militaire macht was niet meer wenselijk. Ondertussen gaf airpower invulling aan het precieze ingrijpen, beginnend met de Golfoorlog van 1991.” |
