Southern States were seceding and appropriat-ing national property. The arsenals of the North werebeing looted for the benefit of the South, by order of theSecretary of War. Frantic efforts were being made inCongress to concoct some scheme of compromise thatwould save the union, and Mr. Lincoln was implored to,speak some word, or offer some suggestion as to his poli-cy, that would help the situation.
