Description
U.S. Congress, as a mountain, comes to Mahomet Roosevelt with 'Proposed Laws' in his hand, while Roosevelt has both 'The Law and the Prophet' and his ubiquitous 'big stick'. The image is a reference to an excerpt from Francis Bacon's essays, in which the Prophet of Islam is said to have gone to a mountain after he failed to call it to him at the request of the people, thus teaching that one must bow to the inevitable every once in a while. The use of the story served to demonstrate Roosevelt's apparent power over Congress.
