為了盡地主之誼，並熱情歡迎首次到訪台灣的捷克參議院議長韋德齊（Miloš Vystrčil）伉儷及訪問團一行35人，立法院長游錫堃今（1）日特別在韋德齊議長立法院參訪行程後，安排參訪團前往故鄉宜蘭參觀國立傳統藝術中心，並安排代表台灣廟會與陣頭文化的九天民俗技藝團表演及參觀具台灣意象的布袋戲，更貼心準備珍珠奶茶，讓捷克貴賓能同時欣賞台灣在地特色的表演藝術和飲食文化。 游院長指出，回到宜蘭的好山好水好空氣加上遠道而來的貴賓，讓他特別高興。游院長說，國立傳統藝術中心宜蘭園區目前是國內最重要國際級的傳統藝術堡壘，是他在宜蘭縣長任內，有感於台灣傳統藝術逐漸流失，於1990年以無償提供土地的方式積極爭取，並由他親自擔任籌建工作，直到2003年他擔任行政院長任內完工。正式營運後，雖隨著政黨輪替而調整傳統藝術的定義，但傳藝中心不只是宜蘭人的驕傲，更成為民眾瞭解和認識台灣在地傳統藝術與發揚的重要根據地，也是體會台灣歷史發展軌跡的重要場域。 由於韋德齊議長對民俗藝術相當有興趣，游院長也特別邀請多次擔綱重大慶典及國家劇院舞台表演，也經常巡迴世界各地的「九天民俗技藝團」，展現台灣廟會與陣頭文化的美學。由於訪賓許多都是初次造訪台灣，對展現台灣在地文化特色的演出印象深刻。游院長最後也利用機會感謝在1996年舉辦國際童玩藝術節時，有捷克的民俗藝術表演團隊前往宜蘭表演，讓宜蘭鄉親有機會一窺捷克在地文化表演藝術的精彩。因為許多團員都對台灣聞名國際的珍珠奶茶感到好奇，游院長也特別舉他到日本看見當地排隊的盛況，並貼心為每位團員準備一杯珍奶，讓他們能同時享受屬於台灣在地特色的表演藝術和飲食文化。 在欣賞完表演之後，游院長也特別帶韋德齊議長前往霹靂布袋戲館參觀。游院長表示，他知道在捷克懸絲偶戲非常受到大小朋友的喜愛，從16世紀開始盛行以來，懸絲偶戲已成為常民日常娛樂中不可缺少的精神食糧，也是國家重要的文化資產。而在台灣，也有同樣屬於庶民生活的重要娛樂，那就是布袋戲。和捷克一樣，布袋戲在台灣落地生根且發揚光大，台灣人從小駐足在廟會野台前到後來運用電視傳播，可說是台灣人成長的重要記憶，也是台灣重要的在地文化資產。而如同捷克經典的戲偶卡斯巴瑞克（Punch，潘趣）演出時的場景、詼諧對話與人格特質所呈現的文化背景，台灣的布袋戲也有同樣的文化象徵，更曾被票選為五大「台灣意象」之一。霹靂布袋戲館正是台灣布袋戲在地化之後的重要代表，黃海岱、黃俊雄等大師所創造的史艷文、藏鏡人、黑白郎君、素還真、一頁書、葉小釵等角色，其實某種程度反應了那個時代台灣人民渴求社會公平正義的文化背景，也體現了屬於台灣常民的流行文化，更符合台灣扎根傳統又企圖求新求變的特質和歷史背景。游院長也特別致贈韋德齊議長一尊素還真布袋戲偶，祝福韋德齊議長一切順心並造福國民，也象徵捷克與台灣相似且時間巧合的民主化過程，以及「不畏強權，共創未來」的精神。 宜蘭縣長林姿妙今日也陪同游院長，一同歡迎遠道而來的韋德齊議長伉儷及訪問團。她除了向來賓簡介宜蘭縣的相關地理環境與人文歷史，也特別感謝游院長在擔任宜蘭縣長任內所堅持的環境保護，讓宜蘭至今都沒有污染，能擁有最漂亮的城鎮，讓宜蘭人驕傲。 游院長最後接受媒體聯訪時，除了重申台捷友誼精神外，也再次對韋德齊議長在中共外交部長王毅的強硬聲明後，依然堅持參訪台灣的勇氣表達推崇之意。游院長說，韋德齊議長在武漢肺炎疫情仍肆虐及中共打壓情形下，仍勇敢堅持民主價值決定前來台灣，值得我們學習。韋德齊議長伉儷及訪問團在結束宜蘭行程之後隨即趕回台北繼續後續行程。
