Description Outgoing commander Col. Michael J. Farrell receives the guidon from the district’s senior civilian, Tambour Eller, before he passes them on to the new commander, Col. David G. Ray. Eller’s role in passing the colors represents the district's civilian work force in supporting the goals of the commander and in executing the missions of the organization. Ray became the district’s 32nd commander during a Change of Command ceremony May 11, 2016, in downtown Sacramento. (U.S. Army photo by Rick Brown / Released)
