Description

The Railway Magnate winks and issues a R.R. Pass to a tophatted man, while the line for passes goes out the door. Congress has decided to allow the railroads to issue passes to employees.' There was debate in Congress over the Railroads issuing free passes to employees of the railroad, for fear they would designate anyone they chose as employees. See also BART1268.
