Начальник управления майор Рудаков вручает начальнику лаготделения «Комендантский» майору Курильченко переходящее «красное Знамя». English: General meeting of production workers of the Komendantsky camp department to sum up the results of the socialist competition for the first quarter of 1955. The head of the department, Major Rudakov, presents the head of the Komendantsky camp department, Major Kurilchenko, with a challenge "red banner".
