Death date of architect

First, I would like to answer to you that indeed, the architect died before the date you mention: see http://www.pss-archi.eu/architecte/6451/

Then, per the plans of the construction at Saint-Mandé, and without entering into details whether the law you mention is applicable or not, you would like to note that the going after the (c) for that kind of rights is something I have never heard of.

It does not mean you're not right, but it did mean that a court based on your interpretation of the law would not possibly occur in France.
