If we consider File:COTA Bus 2924.JPG, the scope "Bus in Columbus Ohio" would not be acceptable but "Central Ohio Transit Authority (COTA) Bus" would be. There is a distinguishable feature different from other busses expressed in the scope and the scope gives you direction on the project it would be used on. An even better photo and scope would be File:COTA CNG Gillig Low-Floor.jpg under the scope "CNG Central Ohio Transit Authority (COTA) Bus".
