While sometimes it's clear, e.g. notes written at the top of it, that some or all of it was intended to be cropped, this one has no such indication. Mind, the bottom of the mount had a lot of empty space too, so maybe it was meant for a frame, but, nonetheless, seems wrong to cut a historical photo.
