- If it really was "taken anonymously and smuggled out of East Timor", then PD-IDGov probably doesn't work, since the license says it has to be published, not just created, by the government of Indonesia. --dave pape 21:30, 1 March 2008 (UTC)[reply]

- Could the uploader please clarify what this image has to do with Jose Ramos-Horta? I doubt the Indonesian military would have let him take this picture rather than torturing him to death, so how is he involved in the copyright here? - Sorry about the confusion. This photo (and a host of others like it) were smuggled out of Indonesia and handed over to the Timorese leadership in exile, of which Ramos-Horta was a part. They were published by -- among others -- the East Timor International Support Center and East Timor Action Network/US.
