Keep - The whole point of signs like this is that visitors will photograph them. I am sure that the people who monitor deletion requests are more knowledgeable about freedom of panorama and derivative works than most historical societies. Conversely, it probably never occurred to the society to put a CC-BY or CC-PD notice on their sign. I doubt that hardly anyone outside of this project would ever even think about having to explicitly state that they waive their rights to a sign the erected specifically with the intention for people to photograph.
