The uploader claims that this image was taken in 1953 (just below the January 1, 1954 limit of Template:PD-Russia). However, the indicated source [1] doesn't give the year and Andropov looks much older than 39 on the photo. regards, High on a tree 13:28, 23 December 2006 (UTC)

Well in Croatia, the law applies, government poics are PD. So we can put a licence tag that this pic can only be used on the croatian wiki project. I am not for deleting it. beacuse it is government, portrait, and from an unexisting country. Sorry for remind you, but Soviet Union (and Russia as legal successor) is not Croatia and official portraits are not listed in {{PD-RU-exempt}}. Please upload this image in Croatian wiki as fair use (if allowed). --EugeneZelenko 17:21, 27 December 2006 (UTC)[reply]
