This image is an embleme of the Spain's Intelligence Service . The uploader says that he/she has created this image but it isn´t true cause the creator of this image is the Government of Spain. All the rights of this image are reserved by the Spanish authorities. On the CNI's page there is a legal advice: "Su uso, reproducción total o parcial, distribución, comunicación pública, incluida su modalidad de puesta a disposición de la totalidad o parte de los contenidos de esta página web, la transformación, traducción, adaptación o cualquier otra actividad similar o análoga queda totalmente prohibida salvo que medie autorización previa por escrito del CNI." The use, total or parcial reproduction, distribution or public comunication are absolutely prohibited. --Dferg (talk) 13:05, 18 June 2008 (UTC)

Sorry, it is hard for me to understand that a debate is open on June 18, and closed on June 19 (at 02:00!!!) without giving any chance to answer the allegations of the deletion request. Aside of the content of the debate, Since when is this the style/policy of Wikipedia?
