Unfortunately, the criteria given at {{PD-Liberia}} lead me to believe that non-textual Liberian government works, such as coins, are not in the public domain until the time of copyright expires, and something produced in the 1990s definitely hasn't gotten to that point yet. Given the history of the country during the 1990s, I doubt that this is a government work in the first place; I'd guess that it's like Liberian stamps of the period, which were produced and sold to collectors by American firms rather than being produced for the Liberian government and sold/used thereby.
