Keep. In this picture there are more than one person. This person that made the demand was blocked for editing globally and was declared Troll internet. Also you can see from the picture that it was taken with his agreement. This picture is being used in some pages. There is no real reason to delete this picture. I can't see any justification to delete it just because one of the persons in the picture asked for it to be deleted. It's all over Google after so much time, so the request (and this a troll we speak about) is to late. Also, as mentioned by Hanay, the picture is in use on other Wikimedia pages.
