As per previous deletion, EDSITEMENT is not a federal institution and claims copyright over this image; an email from the author of the picture is required to show that they have released their work into the public domain; this should be sent to the Commons:OTRS team Hchc2009 (talk) 17:14, 4 November 2016 (UTC)[reply]

As it says in the file summary, "confirmation of PD status of the picture received via Email on September 20 2016: "Our webmaster created the image and it is in the public domain. Sincerely, Carol Peters"" Also it would be helpful if in case of the files that have PD status due to their creation history, such a confirmation question would be sent to the originator of the picture, rather than just remove the picture. Tungsten, such an email releasing an image into the PD needs to come from the author of the image, and needs to be sent to the OTRS team. It has already been deleted once, and simply reloading the image with the same, wrong license doesn't help things. Hchc2009 (talk) 18:11, 4 November 2016 (UTC)[reply]

Kept: EDSITEMENT is an entity of the National Endowment for the Humanities which is an agency of the Federal government, so I doubt that its website's claim to copyright is valid -- the PD-USGov tag is all we need.
