This file is the same as The Soviet Union 1980 Illustrated stamped envelope Lapkin 80-275(14289)back(The common pheasant).jpg, except this one is slightly fuzzier. Although the resolution on this file is better then the other file. There's zero point in having multiple files of the same image though. So I think this one should be deleted and the non-fuzzy one kept per the guideline that Redundant or low-quality files can be deleted on a case-by-case basis.  Keep Both JPEG and PNG formats can be loaded together.

Как было продемонстрировано в этих обсуждениях, файлы PNG и должны быть немного размытыми. Именно поэтому эти файлы переформатируют в JPG, которые дают четкий рисунок. Разумеется, архивные файлы PNG следует оставлять. И как сказано в Commons:Deletion policy, "it is common and useful to have both a PNG and JPEG of the same image, since (due to a long-standing issue with the thumbnailer), JPEGs thumbnail is better." Правило, что оба формата JPG и PNG одной картинки (JPG получен из PNG) следует всегда оставлять, следует также из того, что наш "Redundant" связан в основном с форматом SVG и к данному обсуждению отношения не имеет, см. Commons talk:Superseded images policy. Все дело в неправильном понимании "Redundant". Seriously dude, what part of the guidelines saying that Redundant or low-quality files can be deleted on a case-by-case basis don't you understand? It's not that complicated. You repeatedly posting the same message that miss-represents those discussions and the guidelines over and over in every deletion discussion having to do with Russian stamps is just disruptive.
