Claimed as Creative Commons, but the image is from an era before that license existed. At best it's PD-old (given it was first published over 100 years ago), but the equivalent media at English Wikipedia w:File:The.Illustrated.London.News.Aug.01.1914.Issue.3928.Vol.CXLV.Page.17.Image.13.png notes that the listed author:"Topical" isn't defnitive. - It indeed looks like a false CC0 declaration, like on some other files uploaded by the user. However, on Commons the image might be a case of PD-scan or PD-Art. As a reproduction of a photograph published in 1914 by a press agency without the name of the photographer, it might use something like {{PD-scan-two|PD-anon-70-EU|PD-1923}} (with perhaps a note that the I.L.N. claims a copyright on reproductions of images it published and offers them under a CC BY-NC-ND 3.0 license). -- Asclepias (talk) 23:24, 1 September 2017 (UTC)
