 Keep It's a telegram reply by en:David Lloyd George who died in 1945, so it's in the public domain, I think (author died more than 70 years ago). But then the licensing (CC-BY-SA 4.0) seems to be wrong, it should be PD-old-70, I assume? Or maybe use {{Licensed-PD}} if the telegram was not previously published, to cover possible publication right or jurisdictions where the scan itself might be deemed copyrightable.
