Generalized FOP template here is not valid: this is located in Uzbekistan and there is no commercial FOP in Uzbekistan — that is, free publications and reuses of images of copyrighted architecture and artistic works in any media, like post cards and stamps, without prior authorization from the architects or sculptors. The generalized FOP template may indeed be not valid because according to COM:FOP Uzbekistan there is no general FOP for commercial use, but in the same section it is clarified that „The law allows without consent of the author or other legal owner, and without payment of remuneration the reproduction, on-air transmission or cable transmission of architectural works, photos, visual art works that are permanently located in a place open for free attendance.“ -- Greetings Lord Alpha
@Lord Alpha: for noncommercial only. In that sense "I cannot print your image on my post cards or stamps", neither do I can use your image in my T-shirts for these to be sold commercially, without architect's permission. That is still not OK for Commons per COM:Licensing#Acceptable licenses. For things like architecture and sculptures, images should be reused freely even for commercial purposes without restraints from the side of the architects or artists. Since Uzbekistan amended their copyright law last 2017, I doubt they will reform or amend it to remove "for noncommercial purposes only".
