Unfortunately, current copyright law (Republic Act 8293) does not prescribe Freedom of Panorama that would have allowed free culture-licensing of images of copyrighted public buildings and monuments of the Philippines, like this. The current statues date to 2011, certainly still under sculptor's copyright. Undelete this file in the future only if all the pending bills with FoP have been passed as part of the amended copyright law (see this for details of the very slow progress of the four FoP bills in the 19th Congress).
