Keep, the licence appears to be valid. If you click on the LEGE OHARRA link at the bottom of the page you get a legal notice. The "Jabetza intelektuala eta industriala" paragraph includes "Webgunearen edukiaren, diseinu grafikoaren eta kodearen egile-eskubideak Gertuko-ANBOTOrenak dira, baina partekatu daitezke Creative Comons Aitortu Partekatu lizentziaren bitartez (CC-by-sa)." Google translate from Basque gives this as "The copyright of the content, graphic design and code of the website belongs to Gertuko-ANBOTO, but it can be shared using the Creative Commons Attribution Share license (CC-by-sa)."
