 Comment seems that the underlying work is provided by the USDA and should use Template:PD-USGov-USDA.
But the whole of the issue is likely the copyright of Arizona State University. So the issue here lies in if the work done to the artwork is transformative, which it doesn't feel like it is to me, because it is just simple text overlaid on a public domain image. That would be Template:PD-ineligible.
So at best this work is public domain and the user has falsely applied a Creative Commons license, and at worst it does qualify for copyright for being transformative enough. MonkeyBBGB (talk) 22:30, 5 September 2023 (UTC)[reply]
