This needs discussion. Uploader writes (on the file talk page) "Hey folks, I'm still rather new to Wikipedia but this particular photo was published in a Government Newsletter January 20, 2019. The government Agency is the Romanian Government: Sud Muntenia, Agentia pentru Dezvoltarea Regionala (South Muntenia Chamber of Commerce). The photo can be found on page 7 of the PDF newsletter below.

However:
- 1. I don't think the Romanian Government releases all its works under a free license. If it does, that's great, but we don't seem to document that where I can find.
- 2. Possibly more important, this image on that PDF is watermarked "Sursa foto Mapio.net", so it doesn't seem to be a Romanian Government image.
