Until further precision (determination of the author of the picture), the "Direccion general del Tresor Publico" of Paraguay. Unless it can be proven that the Paraguayan law of copyright doesn't apply to stamps. Triton (talk) 14:05, 21 May 2018 (UTC)[reply]
