Correct, I (the uploader) did not make this photo--I altered it. This photo is owned by the Nevada state government, but it was cropped by me; by doing that it was simply altered by me but remains the property of the Nevada state government. Mind you, however, that the photo was published to the Internet and shared for public use, so it complies with Creative Commons Attribution ShareAlike 4.0, which states that:

You are free to copy and redistribute the material in any medium or format, and remix, transform, and build upon the material for any purpose, even commercially, under the following terms: you must give appropriate credit, provide a link to the license, and indicate if changes were made. You may do so in any reasonable manner, but not in any way that suggests the licensor endorses you or your use; and if you remix, transform, or build upon the material, you must distribute your contributions under the same license as the original.[1]
