Image is used on only 1 Wikipedia page and its copyright status was never verified by flickr review. In this case, deletion is preferable. Urban, may not have known what images were freely licensed in 2005. I personally had to have 8 non-free images upload by him in 2005 passed here after I contacted the flickr account owner about changing the license. Luckily I knew the flickr owner here.
