This came from a broadcast by Al Jazeera about the history of the Lockerbie bombing, so in effect Al Jazeera placed this in the public domain. I will contact them for permission to use this image. I think the importance of the subject matter in relation to various contexts outweighs any perceived copyright violation, and I am confident they will allow the use. On the general subject of copyright violation, where music publishers and owners are often fiercely defensive of their rights, you will find on YouTube for example, many many instances where video content has added copyright soundtrack which YouTube will very quickly identify, but the owners allow - sometimes with with restrictions as to where the content can be shown - such as North Korea for example. In fact the section which shows Duff in consultation with El-Megrahi is court video, not video shot by Al Jazeera. All records of the Scottish High Court, of which the Camp Zeist was a specially constituted example, are open to the public. J R Spigot (talk) 19:58, 8 July 2023 (UTC)[reply]
If you judge that the subject matter outweighs any possible copyright violation, you are free to upload it on Wikipedia as a fair use image but that is not appropriate for Commons. If this was a work of the SCS (Scottish Court Service) and first broadcast by the BBC, which I assume it is judging by this article, then it's presumably under Crown Copyright and is set to expire 50 years after its creation. You do seem to backtrack and imply that this isn't from Al Jazeera, this raises the question of you obtained this since you concede that it isn't your own work (which is against the initial rationale you gave for uploading the file). Perhaps you could get some form of permission from the SCS or the High Court, maybe Sheriff Duff could also provide a photograph but this is up to you.   • Delete It has been over several months and the copyright holder has not provided a licensing permission to VRT. I think it's fair to assume at this point that they didn't respond positively to the J R Spigot's request, if that request has ever been made.
