This file was initially tagged by Patrick Rogel as Copyvio (copyvio) and the most recent rationale was: https://www.upn.org/cargos-publicos/, not a work by El Diaro.
Converted by me to regular DR to allow for discussion, as uploader objected on talkpage. -- Túrelio (talk) 10:41, 4 December 2019 (UTC)[reply]

Uploader's comment, copied over from talkpage:
Hi, @Patrick Rogel: . The photograph is taken from the eldiario.es article. In this photo, it is not specified that the photo has any restrictions or copyright. According to the regulations of the newspaper, if the photo is subject to copyright it must be specified, and it is not. Therefore, it is understood that, that photo published in the newspaper without further explanation, is under the Creative Commons 3.0 license. Phalbertt (talk) 10:30, 4 December 2019 (UTC)[reply]
Though that is correct in general, per the statement here, the same portrait, in uncropped form, was found at https://www.upn.org/cargos-publicos/, where it was published in 2016 (deeplink: https://www.upn.org/wp-content/uploads/2016/04/sayas.jpg). So, it seems eldiario.es was a bit careless in crediting the sources of the collage[1], from where our upload has been taken. --Túrelio (talk) 10:48, 4 December 2019 (UTC)[reply]
First of all, thank you very much for the opportunity to discuss it more calmly. As I said on the discussion page, the photograph is taken from the eldiario.es article. I understand that the photo is on the UPN match page but I have adjusted according to the information in the article and under the corresponding license. If it is decided to delete the photograph, I would ask, please, that it be deleted from my discussion page that I have violated the copyright, since it would be a failure of the newspaper and not mine. Thank you very much and greetings. Phalbertt (talk) 10:52, 4 December 2019 (UTC)[reply]
@Phalbertt, if you are interested in this image (which I assume), why don't you contact Eldiario directly and ask them, whether this image is really under their general CC-BY-SA license? (and send the reply, if positive, to permissions-commons@wikimedia.org) --Túrelio (talk) 10:55, 4 December 2019 (UTC)[reply]

Deleted: per nomination. If permission is received, the file can be easily restored but we cannot this DR open indefinitely. --Green Giant (talk) 21:03, 11 March 2020 (UTC)[reply]
