Démarche Modi, Shutterstock is not a primary source, and their ToU is not applicable here. Files created for Shutterstock and for Commons are different. Look closely on curves — Shutterstock's version has visible approximation with polyline. -- Klientos (talk) 07:50, 6 August 2022 (UTC)[reply]
I see now, thank you. Concerning Shutterstock I agree. However, referring to this page, where the file is almost the same, it only has a transparent background instead of white, I still am not fully convinced there is no violation. See the details under Licence. The uploader refers to the governmental website (but not to the actual source itself) which is copyrighted. I haven't found any statement for usage elsewhere but may expect fair use world wide since it benefits their city. Could this change your view on violation of intellectual property?
