Delete Unfortunately, this image is not licensed under a license compatible with Commons. USNI is not a U.S. federal agency, and as such this work is not available under the {{PD-USGov}} license. USNI is an independent membership based organization. The license stipulated on their website is cc-by-nc-nd, not allowing commercial or derivative uses. Yes, the image is approved for public release and distribution is unlimited. However, this does not equate to allowing commercial and derivative uses. Hammersoft (talk) 14:06, 22 June 2019 (UTC)
- Revised Citation - Point taken about United States Naval Institute although the images clearly stated: DISTRIBUTION STATEMENT A: Approved for Public Release. Distribution is unlimited. It is also in Navy Frigate (FFG[X]) Program: Background and Issues for Congress - Congressional Research Service - Updated JUne 18, 2019 and that is a U.S. Government publication and in the public domain. I will update.Marcd30319 (talk) 17:42, 22 June 2019 (UTC)
- With all respect, it's still insufficient. I concur it's available on the PDF linked at the image now. However, the image source notes "Presentation by Dr. Reagan Campbell, “FFG(X) Update, National Symposium—Surface Navy Association,” January 15, 2019, briefing slide 3, posted at InsideDefense.com (subscription required), January 22, 2019." I.e., the source is not the producers of this PDF, but an outside agency. Thus, the licensing isn't clear and we have to assume it's not available under a license compatible with Commons. --Hammersoft (talk) 22:07, 22 June 2019 (UTC)
- With all due respect, it was created by Dr. Reagan Campbell, who is the FFG(X) program manager within the program executive office for the Littoral Combat Ship, Naval Ocean Systems Command, U.S. Department of the Navy. That means this person is a member of the U.S. Government. That makes it is Public Domain.Marcd30319 (talk) 00:03, 23 June 2019 (UTC)
