There is no freedom of panorama in Monaco. The sculpture le Plongeur olympique was a creation of artist w:fr:Emma de Sigaldi. Some online sources state it dates to 1961, so even if the work falls public domain in Monaco, it is eligible for longer U.S. copyright duration (95+1 years after inception or publication) courtesy of COM:URAA.
